Basic Purpose:
The Project
Manager manages a variety of low to medium complexity, duration tactical
projects spanning across multiple functional area(s), laboratory(s), system(s)
or application(s) managed by the PMO organization. (e.g.,R & D, CF
Reporting, Order to Cash, Operations, IT etc). Typically manages three to five concurrent projects. Projects are normally low to medium complexity
considering total cost, financial impact, systems impacted, performing labs,
software development, test code complexity and outside entities/third parties.
This position applies Quest Management System (QMS) principles and
tools in their daily work to ensure Quest Diagnostics is efficient and
effective in the delivery of its services, solutions, and processes while
improving customer and employee satisfaction. With assistance, demonstrates
ability to use continuous improvement, risk management and change management
tools.

Quest
Diagnostics follows a 5-step approach to project management consistent with
that of the world-renowned Project Management Institute (PMI): Initiate – Plan
– Execute – Monitor – Close.
The Project Manager consults with the Research & Development,
Clinical Franchises, Commercial, IT and Operations organizations to design the
rollout of optimized solutions that meet project/program tactical goals while
collaborating with the aforementioned organizations to ensure seamless
transition of products, tests and offerings from inception to sunset.
Examples for low complexity, duration tactical projects/programs are: standard
new Laboratory Test Development, Commercial Test Launches, standardization
efforts, IT functionality/connectivity/software development and updates.
The Project Manager provides comprehensive written and verbal status
updates to project/program sponsor and key stakeholders for key projects and
programs.
The Project Manager participates in collaboration and management of
process improvement(s) at a department level and across functional areas that
impact project execution.
Duties and Responsibilities:
-Performs root cause analysis using CI tools (e.g., 5 whys, lessons learned). Documents and communicates project shortfalls. Makes recommendations to management on corrective action.
-Shares/leverages knowledge of various tools, concepts and practices foundational to QMS in order to utilize the tools and methodologies into our normal way of doing things.
-Responsible for project performance, risk management, administration and issue resolution for the functional team.
-Leads small projects and working teams to effectively initiate, plan, execute, monitor and close projects. Acts as the primary contact for project team related information.
-Develops and executes project plans, milestone charts, project documentation and scorecards according to requirements defined by and approved by sponsor.
-Facilitates project team meetings and cross-functional communication, ensuring alignment with internal and external stakeholders to quickly achieve tactical objectives.
-Manages project deliverables in accordance with approved schedules. Analyzes critical path, proactively identifying issues and raising/facilitating resolution with cross-functional team. Drives visibility to gaps impacting overall schedule. --Escalates roadblocks to leadership for resolution as appropriate.
-Communicates with project sponsors and stakeholders in order to manage expectations.
-Manages changes to project scope, cost and schedule via formal change management process.
-Utilizes risk management tool to identify project risks. Escalates issues and constraints to manager to assist with guiding team through issues and constraints.
-Acts as a change agent to drive project toward success.
-Tracks cost, budget, resources, plan and schedules and manage changes at project level as appropriate. Ensures project artifacts are collected, documented and stored for audit and lessons learned purposes.
-Collaborates with external vendors as indicated to plan and execute project requirements. Ensures open line of communication in place for timely updates.
-Actively participates in QMS PM Community.
-Assists with documentation of business processes that impact project planning and execution.
-Has some knowledge of the functional aspect of assigned projects but focused on project delivery with respect to scope, time, budget.
Education and Certifications:
Bachelor’s Degree preferred (BS/BA)
Formal training continuous improvement methodologies (e.g., Six Sigma, Total Quality Management, Lean) a plus
Work Experience:
Demonstrated experience leading projects from initiation to completion in a matrixed organization (2+ years’ experience)
Other:
-Exhibits basic planning and organizational skills; results and process-oriented
-Developing ability to deliver results in a matrixed organization
-Basic written and verbal communication skills across multiple formats: formal presentations, facilitation of virtual meetings using conference calls and computer-based presentation tools, e-mails, and memos
-Competent with MS office applications (Project, Word, PowerPoint, Excel)
-Ability to operate in a dynamic environment and adapts to change; must have ability to promote and build teamwork; exhibits assertiveness, leadership and commitment to meeting project goals and objectives
-Basic use of project tools and methodology
-0-10% travel expected (expectations shown are targeted ranges; actual travel required will vary by project and can exceed or go below targeted amounts)
-Some evening and weekend
work hours may be required, depending on project needs
