Position Description

The Executive Director, Analytics, Data and Governance is responsible for managing our data and clinical analytics, providing oversight to data quality and overall data governance. This role will continue to develop and improve our efforts in big data, clinical analytics through the creation of informatics solutions that will help Quest compete in the ACO, IDN, Health System and Health plan space.  This includes: Customer data; Product Data; Business Intelligence, Reporting and Analytics information based products and the underlying technologies to deliver these services to patients, providers, health systems and health plans. This individual will leverage resources across the different IT functional and business areas, as well as external technology and healthcare industry trends in order to create a sustainable competitive business advantage.  This will also include analytic support across the HTAS and Quest Businesses. This role also partners with the Data Strategy and Tools team in overall development of our data strategy. 

Duties and Responsibilities

  • Develop, improve and transform our efforts in big data, clinical analytics through the creation of analytic solutions that will help Quest compete in the ACO, IDN, Health System and Health plan space.

  • Provide management oversight and direction to Data Quality, Governance and Strategy.  This extends to master data management.

  • Partner with Senior Leadership and drive growth in support of the business strategy supported by analytic solutions that drive business value and provide a competitive advantage.

  • Work with corporate strategy, process owner community, and software development teams to define our business processes, and the business architecture and technical architecture that supports the processes and business strategy which are supported by analytic solutions and capabilities.

  • Accountable for the enterprise analytics, informatics and the master data management platform.  This includes: Customer data; Product Data; Business Intelligence, Reporting and Analytics information based products to deliver these services to patients, providers, health systems and health plans.

  • Collaborate with IT and other business units in assessing the current and future needs of the entire organization, and translate this understanding into practical, stable, innovative recommendations to facilitate strategic solutions and help drive innovation.

  • Collaborate with Enterprise Architecture on improving the big data system architecture, analytic tools, and strategic roadmap.

  • Provide input into strategic planning and product development as well as be responsible for planning surrounding IT staffing, technical direction, purchasing, and staff augmentation.

  • Define, implement, and manage enterprise analytics, data & governance program.

  • Partner with business and development team to optimize information flows and processes with a focus on supporting accelerating growth and driving operational excellence.

  • Collaborate to investigate and introduce new technologies and retire legacy technologies in support of our Enterprise Architecture vision.

  • Build external relationships - build strategic relationships with key suppliers such as IBM, Oracle, HP, Unisys, Microsoft, Cisco, EMC, etc.

  • Manage the IT Intellectual Property Process

  • Promote and influence the development and introduction of industry standards

  • Provide industry and academic partnerships to promote the reputation and positioning of Quest Diagnostics

  • Represent Quest Diagnostics’ HTAS organization with customers, partners, community and shareholders regarding our Analytic, Data and Governance capabilities and roadmap.

  • Influence/Negotiate with senior leaders to ensure standard solutions are adopted and business concerns are addressed.  Create analytic ambassador program to support adoption.

  • Analyze business drivers to ensure the proposed analytic solutions, data and governance will meet business needs and provides/enables business value.

  • Support special projects and acquisitions as requested by VP, Software Engineering and Design or CDO/CIO.

  • Leverage industry best practices to drive continuous improvement within SE&D Software engineering process and practices

  • Support culture of continuous improvement with a will to win. Employee Lean Six Sigma principles to drive continuous improvement activities and lead initiatives as required.

Qualifications

  • BS in Computer Science, Software Engineering or equivalent work experience required

  • Advanced degree preferred

  • Minimum 14+ years of IT work experience in multiple IT areas. 

  • Experience in Analytics, Data Strategy, Data Quality and Data Governance.

  • A solid background in enterprise data management, business intelligence and analytics tools, vendor relationships, technologies, standards, etc.

  • Understanding of the application of classification and metadata to the organization, retrieval and publishing of content including structured and unstructured data.

  • Experience in full software life cycle development, primarily operating in agile delivery

  • Proven extensive architecture planning and governance, technical engineering, and IT security management experience with legacy systems & technologies are a must.

  • Must have a solid understanding of information technology and information security.

  • A sharp thinker who quickly grasps the technical implications of business processes, and able to provide valuable insight into the perspectives of users, managers, developers, and other stakeholders

  • Comfortably moves between highly varying levels of abstraction from business strategy to IT strategy to high-level technical design

  • Clearly documents and communicates objectives, requirements, and designs at these different levels of abstraction to both technical and non-technical audiences.

  • Quickly and reasonably estimates capital, schedule, and human resources costs of proposed solutions. Compares, contrasts, and prioritizes among alternatives approaches while assessing risk both quantitatively and qualitatively

  • Uses seasoned judgment to suggest approaches that optimize among customer needs, business constraints, and technological realities
