Position Description:

The Senior Director, Federal Affairs reports to directly to the General Counsel and will be based in the Company’s Washington DC office. The Senior Director is responsible for managing the Federal government affairs function for the Company, including developing and implementing federal government affairs and federal policy strategies to support our advocacy at the state and federal levels. S/he will work with our franchises to identify key policy issues, and ensure compelling, business-based responses to Congress and government agencies on company priorities.

The Senior Director will work with internal and external partners on the development of policy positions and comments to influence legislation and regulations at the state and federal levels and will serve as an internal resource to ensure alignment and consistency as the Company evaluates proposed federal legislation and regulations.

Duties and Responsibilities:

Proposed Laws and Regulations; Public Policy Developments

 Directs policy and comment development to support lobbying activities including identifying and monitoring public policy issues and working with government affairs colleagues on legislation

and regulations affecting the Company; will provide federal government affairs expertise to the development of comments on regulatory proposals, written testimony, policy position papers and regulations that affect the company, analyzing public policy, legislative and regulatory proposals, and reporting internally as required

 Coordinates with Company business and medical affairs representatives to become fully informed, evaluate and prioritize issues, develop Quest Diagnostics’ policy positions, strategy and tactics, and advocate company positions with regard to new or amended legislation, regulations, or public policy

 Supports Company strategy in defending against risk of Medicare and private sector payer price erosion associated with the Protecting Access to Medicare Act of 2014

 Supports GA advocacy efforts at the state and federal levels as appropriate by developing responses, talking points, strategy on key issues while assuring policy consistency across the organization

 Advocates Company positions orally and in writing before, during and after meetings at ACLA (the clinical laboratory trade association), with other trade and professional associations laboratory coalitions, and others

 Communicates developments and updates on a regular basis through periodic reporting mechanisms and appropriate internal and external communications channels

 Examines health care trends, monitors implementation of the Affordable Care Act to inform business of implications and identify potential opportunities as states expand Medicaid and Accountable Care Organizations formulate; looking at positioning clinical laboratories as key stakeholders

 Manages multiple consultants, including federal lobbying consultants

 Supports GA compliance requirements, including advising internal business leaders, supporting required filings, and other related functions

 Supports Quest’s PAC administration

Representing Company with Regulators and External Audiences

 Maintains a thorough knowledge of the regulatory processes and policy developments on matters affecting the Company. Works with Sr. Director, State Government Affairs to respond to state legislative and regulatory issues

 Develops and maintains key contacts and relationships with Congress and regulatory agencies with jurisdiction over clinical laboratories

 Represents the Company at industry or coalition meetings, including ACLA

 Represents the Company at legislative, regulatory or industry meetings as appropriate involving legislative, regulatory and / or public policy matters affecting the company (travel required for meetings outside the Washington, DC area)

 Represents the Company at networking and other meetings (coalitions, advocacy groups, meetings with special interest groups and medical specialty societies, etc.)

Qualifications:

The successful candidate for Sr. Director, Federal Affairs will have the following attributes and/or experiences:

 Minimum of eight years prior professional experience; strong preference for previous Congressional trade association or federal government affairs experience

 Relevant healthcare experience is required

 A working knowledge of government affairs and PAC compliance and experience in PAC administration is preferred

 Strong self-starter, commitment to driving strategies across the organization with an executive presence and professional demeanor; senior business leaders will see value in partnering with an experienced seasoned professional Federal government affairs expert

 Great teamwork skills – wants to integrate Federal and State strategies and share best practices; understands we are a small team and can juggle competing priorities gracefully and professionally

 Minimum of a Bachelor’s degree from accredited four-year institution is required; an MBA, JD, MA / MS or other advanced degree in health policy, communications and relevant work experience is preferred
