Position Description

The Executive Director, Infrastructure & Cloud Strategy will be responsible for finalizing, maintaining, and overseeing the execution of the Infrastructure & Cloud Technology Strategy. The Strategy will be developed with Cloud-first in mind to leverage the scale, security, and stability the cloud provides. Quest Diagnostics would like to accelerate the journey to cloud to implement more modern technical capabilities, capitalize on new business opportunities, capture efficiency gains, reduce data center footprint, speed up the removal of end-of-life technology and finally enable the deployment of our healthcare business solutions. Scope of engagement includes the following key areas: Voice and Data Network, Compute, Call Center Technology, Tools, Storage, Backup & Recovery, Database, Middleware, End User Computing and Data Center Services.

The candidate should have proven track record of strategy development and execution. This role requires a highly strategic individual with a broad range of technical skills from infrastructure to applications and a strong leadership capability. This individual will have experience in architecture and complex application development environments.  Outcomes directed by this role have a significant impact on the organization's short and long-term results and strategic business objectives.  Candidate needs to have experience in cloud services and cloud migration for complex environments and systems.

Duties and Responsibilities

•       Develop and communicate the groups strategic plan for Infrastructure and Cloud technologies, aligned to business needs and in close coordination with the Enterprise Architecture team.

•       Presents and communicates strategies and business benefits at all levels of the organization to positively influence key stakeholders.

•       Develops deployment and migration plans.

•       Leads and oversees the implementation of strategy leading Program and Project Managers.

•       Oversees and continually assesses the long-term health, including the ongoing evolution of cloud capabilities and native cloud services, in coordination with infrastructure operations teams.

•       Tracks and assures the highest levels of business client satisfaction with cloud platforms.

•       Fosters a culture of automation and the use of digital capabilities that improve customer experience, operational performance, resource efficiency, service availability and security.

•       Serve as a technology relationship manager to key HTAS Infrastructure partners.

•       Develop strategic Infrastructure Strategy roadmaps which will drive Infrastructure vision into actionable steps for the infrastructure leadership team.

•       Communicate progress and collaborate with a wide variety of internal teams including product and business development, legal, support teams, architecture, and deployment.

•       Design technology strategy and planning workshops based on business objectives and stakeholder analysis including adopting appropriate approach/methods, facilitation techniques, pre-work, artifacts, and deliverables.

•       Lead a cross functional team in the planning and execution of technology strategy and planning workshops.

Supervision Exercised

 

•       Two manager or director level resources – Technology Optimization and Process Optimization resource, working closely with VP Infrastructure, Technology partners, Infrastructure, Security and Application Functional Directors HTAS SLT and Enterprise Architecture Group.

 

Qualifications

•       Bachelor’s Degree in information technology / Computer Science, Business Management, or equivalent experience.

•       Minimum of 15 years of experience in Information Technology. With proficiency in strategy, Infrastructure Operations, Cloud Migration and Architecture.

•       Ability to foster teamwork by actively participating in and supporting an environment that cultivates professional growth and organizational effectiveness.

•       Program Management, Project Management, Agile experience.

•       Ability to see ahead clearly; can anticipate future consequences and trends accurately; has broad knowledge and perspective; is future oriented; can articulately paint credible pictures and visions of possibilities and likelihood; can create competitive and breakthrough strategies and plans.

•       Able to think strategically and manage multiple projects, under pressure, in a fast-paced environment.  Participates in the development of the strategic information technology plan, processes, and solutions, recommending strategies and processes that support the direction of the company.

•       ITIL Certified with the focus on Incident and Problem Management is a plus.

•       Demonstrated ability to develop effective and ongoing relationships with Peer levels of the internal customer organizations.

•       Must have proven ability to deliver and support IT projects and organizations in a rapidly changing business climate. 

•       Strong understanding of Infrastructure Services, Processes, and Technologies.

•       Proven ability to analyze budgets and proposals to identify value opportunities and negotiate best outcomes.

•       Excellent written and verbal communication skills.  Ability to write proposals and whitepapers, act as a vendor liaison, deliver presentations to customer or client audiences or professional peers, and work closely with management across HTAS and the organization as necessary.

•       Requires sound technological judgment and an enthusiasm for innovation tempered with a pragmatic assessment of the possible.

•       Adapts to changes in the work environment; manages competing demands; changes approach or method to best fit the situation; Able to deal with frequent change, delays, or unexpected events. Must have proven ability to deliver and support IT projects and organizations in a rapidly changing business climate.
