Position Description

 

The Director, HEOR will develop a compelling vision for Quest’s Value Proposition for all tests and offerings to meet the needs of key external stakeholders in a rapidly evolving health care environment. The role entails development of health economic value proposition strategy and plans for Quest pipeline assets and marketed tests and offerings.  The position  will be responsible for rapidly educating, interacting and positively influencing internal and external organizations about the evidence needs of the key external stakeholders including health policy makers, reimbursement agencies, health plans, health care providers, employers and consumers to justify coverage & reimbursement and support optimal utilization of Quest products.  The position will be responsible for building and leading an effective HEOR team to be a strategic and operational partner in supporting the development of effective business strategies for the inline and pipeline tests/solutions and offerings. He/she will be responsible for leading and defining the future of HEOR at Quest. The position reports to Chief Clinical Officer Health Plans and Policy, Medical Affairs.

 

Responsibilities

In conjunction with Quest leadership and cross-functional teams, leads the effort to support the development of value proposition for marketed tests and pipeline assets. Integrates HEOR into the Medical Affairs, Clinical Franchise, Commercial and S&I organizations to ensure development of credible evidence via clinical trials, observational studies, registry and database analyses that will support the needs of the key external stakeholders along with Quest’s business needs.

Rapidly educate the Clinical Franchise, Commercial, Medical and S&I organization about the evolving health care environment, the key external stakeholders and their evidence needs. Lead and contribute in establishing processes that support successful development and communication of value proposition for Quest products. Create/lead strategies and participation in health policy efforts.

Develop and manage HEOR team that contributes in the clinical development and commercialization plans for pipeline assets.

Understand and participate in the emerging dialogue on clinical evidence needed to support coverage and reimbursement for diagnostic tests. The evidentiary support necessary to document analytic validity, clinical validity, and clinical utility is critical to this position. Conversant with the BCBS Association, CMS, CDC, EGAPP, PCORI, and major health plans positions on these topics.

Ensure development of HEOR plans aligned with the business plans and ensure successful execution and contribute to optimal access, reimbursement and utilization of Quest products.

Maintain knowledge of all Quest-relevant disease states, franchises, products, tests, changing health policy and reimbursement environment and ensure it is incorporated into the short and long-term business plans.

Collaborate with multi-disciplinary teams, Clinical Franchise leads, and Medical Directors to develop HEOR Plans to optimally support the business needs.

 

Qualifications

 

•         A Doctorate in a relevant discipline (e.g., pharmaceutical administration, health economics, medicine, public health, psychometrics, and epidemiology) is required.

•         Minimum of 15 years’ experience in the healthcare industry, at least 12 of which must be working in the diagnostics or pharmaceutical industries. A minimum of 10 years’ experience in health economics & outcomes research is required. Hands on experience with HEOR methodologies is preferred, as is a track record of successful application of HEOR data with key external stakeholders such as health policy makers, reimbursement agencies, health care providers and others, to support the business growth.

•         Strong leadership skills, ability to influence cross-functional/cross-divisional teams, strategic, operational and communication skills, time management, ability to multi-task; demonstrated ability to prioritize; negotiation skills; firm grasp of the healthcare and pharmaceutical industry and of the broad healthcare environment. Demonstrated experience in managing and effectively running HEOR function and team.
