Position Description

This role provides leadership over an organization of technology professionals responsible for the delivery of technology solutions for the Employer Population Health organization within Quest Diagnostics.  This leader will be a strategic partner for the EPH leadership team responsible for identifying technology solutions that will realize business objectives.  Responsible for delivering iterative value within budgetary commitments through agile development methodologies.  Create and reinforce a culture of innovation focused on using technologies in unique, forward-thinking ways to serve customers and deliver value.  The team may support a mixed portfolio of vendor purchased, vendor hosted, and custom developed applications.




•       Strategically partner with business leaders to understand the business vision, mission, goals and objectives. Support the creation of a technology strategy in support of the businesses plans.

•       Responsible for the planning, development and evolution of applications required to deliver business value while addressing technical debt and staying current with emerging technology trends, specifically in the population health market.

•    Coordinate team activities and schedules with other IT teams involved in the software development cycle including architecture, design, testing, support and program/project management

•       Develop technology roadmaps in conjunction with business and technology leadership. Ensure technology roadmap initiatives are delivered on-time, on-budget and meet quality expectations

•    Build and support a culture of innovation and quality. Ensure pragmatic and disciplined use of process with a focus on continuous improvement. Provide oversight and ensure accountability in the use of agile software development methodologies and design best practices, focusing on repeatability, usability, and testability

•       Adhere to enterprise standards and practices while managing application lifecycles and roadmap initiatives.

•       Manage project-level development costs to budgets.

•       Direct subordinates on administrative policies & procedures, technical problems, priorities and methods.

•       Define service levels for the team and successfully manage the team to meet or exceed those service levels

•       Ensures optimal staffing for group/team

•    Contribute to the continued improvement of the organization’s development procedures by looking for opportunities for improvement and implementing solutions

•       Perform other duties as assigned.



•       Bachelor’s degree in Computer Science, Information Systems, or related field

•       10-15+ Years of software development experience with focus on customer facing solutions.

•       5+ years of people management experience in software development including offshore resources. 

•   Requires advanced technical knowledge in software development, vendor management, project management, project management and other related disciples/processes.

•       Experience with delivering technology solutions in the healthcare industry preferred.

•       Experience creating full-stack web solutions with high security, reliability, and availability.

•       Experience delivering cloud native solutions.

•       Demonstrates strong leadership and people development skills

•       Ability to drive change and innovation

•       Strong analytical and problem-solving skills
