Position Description

The Director, Data Governance is a critical position within Quest’s Enterprise Data and Insights portfolio serving as the interface between Quest business units and IT, ensuring the Enterprise Data Strategy and Enterprise Data Management efforts are aligned with the broader Technology and Business strategies.

The Director, Data Governance will exercise authority, control, and shared decision making (planning, monitoring, and enforcement) over the management of Quest’s enterprise data assets. Further, this role is responsible for the organization and implementation of policies, procedures, structure, roles, and responsibilities which outline and enforce rules of engagement, decision rights, and accountabilities for the effective management of Quest’s enterprise data assets.




The duties and responsibilities of the Director, Data Governance include planning, defining, operating, managing, and sustaining activities necessary for a holistic enterprise data governance program.


•       Ensure alignment of the enterprise data strategy and enterprise data management and analytics initiatives with the technology and business strategies, including cross-functional engagement with business units to understand organizational strategies and data opportunities

•       Establish annual and multi-year goals for Data Governance in alignment with the technology and business strategies and Quest’s Vision 2030

•       Establish role of Data Governance within Quest’s Compliance, Legal, Regulatory, and Privacy (CLRP) and cybersecurity portfolios

•       Establish a strategy for data ethics within Quest

•       Assist in the development of an enterprise data monetization strategy to accelerate growth within Quest’s information services business areas

•       Set targets for data maturity and ensure these maturity targets align with data, technology, and business strategies



•       Establish a means for assessing Data Governance progress in alignment with the data, technology, and business strategies, including information maturity, current governance practices, and the organization’s readiness to change as necessary to achieve holistic enterprise data governance

•       Establish federation requirements which identify common data needs across the organization, coordinate and consolidate cross-functional needs, and segregate or classify content that may require federated treatment

•       Make recommendations for how to best refine Data Governance scope and purview in alignment with enterprise needs

•       Establish and maintain a Data Governance roadmap showing how Data Governance is and will progress in alignment with data, technology, and business strategies

•       Examine and document CLRP, cybersecurity, and financial requirements for data control and reporting and establish and/or facilitate the necessary management reviews to ensure data appropriately support these functions

•       Coordinate with business area leaders to define and develop enterprise data policy guidelines and standards

•       Define the role of data and data governance within enterprise asset and risk management

•       Define how the organization can best work cross-functionally with data and define and facilitate the mechanisms to support this cross-functional collaboration (e.g., enterprise data committees, data working groups, data domain committees, etc.)

•       Define and develop enterprise data metrics and measures (e.g., data quality, “fit for use”, etc.)

•       Collaborate with CLRP, cybersecurity, and business leaders to define, assess, and govern data sharing policies and activities

•       Define the needs for and support the development of data literacy programs which cater to different levels of Quest employees

•       Coordinate with IT and business area leaders to define requirements and standards for: metadata management; data lineage and provenance; data mastering; data security; data lifecycle management; data taxonomy and ontology; data movement, migration, and integration; reference data, data quality, data modeling, knowledge management, and data stewardship



•       Manage the portfolio of data governance activities ensuring alignment of data initiatives with the data, technology, and business strategies

•       Lead teams of data governance professionals and provide coaching and mentorship necessary to build a positive and collaborative culture within our workplace and foster the professional growth of our staff

•       Manage and facilitate data governance steering bodies, including the data initiatives executed within the Transformation Management Office

•       Ensure data initiatives are effectively defined and communicate status updates to the VP, Enterprise Data and Insights, IT Senior Leadership Team (ITSLT), and other stakeholders as necessary

•       Support in developing and managing data services workflows and workflow oversight to ensure data requirements are appropriately captured, adjudicated, and executed in alignment with IT processes and standards

•       Ensure appropriate alignment and tracking of Enterprise Data and Insights resources (financial resources and human resources) against Quest and IT priorities

•       Maintain up-to-date awareness of and report on deviations in resources (financial resources and human resources) necessary to satisfy prioritized data activities across the Enterprise Data and Insights tower

•       Coordinate with other IT leaders to ensure cross-functional resource support to prioritized data and analytics initiatives


•       Coordinate with IT strategic communications to broadly communicate data expectations, activities, and accomplishments

•       Ensure data-related directives (standards and policies) are effectively communicated

•       Maintain a full accounting of expense and capital expenses and obligations accounted for within the Enterprise Data and Insights tower

•       Provide requirements for and report adherence with data compliance, data quality, metadata management, and other related data activities contained within the data governance portfolio


•       Establish and maintain requirements for organizational knowledge and change management pertaining to data

•       Coordinate with cross-functional stakeholders to identify and establish people, process, and technology changes necessary to achieve holistic enterprise data governance and enterprise data management

•       Coordinate and facilitate leadership and stakeholder alignment exercises periodically

•       Help establish a resource development plan to ensure the skills and competencies of Quest professional align with the strategic vision for data within Quest




Required Work Experience:

•       10+ years of leadership experience working within data governance or similar organizations

•       At least 2 years of experience and technical knowledge of Data Management technologies such as data catalogs, MDMs, data warehouses, data quality tools, etc.

•       Familiarity with data handling compliance and regulations such as HIPAA, GDPR, CCPA, etc.

•       Demonstrated ability to work as part of a global team, understanding how to navigate cultural differences in workstyles, communication, etc.


Preferred Work Experience:

•       Preferred experience working the in the healthcare industry

•       Preferred consulting experience or similar experience working in a matrixed organization

•       Preferred budget/financial management experience
