MANAGER, PAYROLL Tax AND ACCOUNTING - Secaucus, New Jersey - M-F

We are growing the team!  Corporate Payroll Services, alongside the HR Organization implemented Oracle HCM Cloud in July 2019 as part of a long-term vision.  We are growing as we continue to evolve and align with the new system and way of doing business. 

Position Summary:

Reporting to the Controller-Transaction Services, the incumbent has overall responsibility for managing on-going analysis, system updates, and enhancements to the PeopleSoft in-house payroll system, its related reports and interfaces, and Workforce Central time and attendance system, working in conjunction with Corporate IT.  With the Payroll Tax Supervisor and Tax Analysts, the incumbent has responsibility for the in-house Payroll Tax function. Along with Payroll Systems Analysts, oversees and maintains the functions of the payroll system, testing of tax updates; research of system problems; operational issues, high level payroll reports; system training for payroll staff; and the management of the payroll tax function and the in-house tax payment system.  

Duties and Responsibilities:

Provides strategic and tactical direction for payroll systems & tax in support of Controller-Transaction Services.  Maintains industry knowledge of best practices, company strategy and compliance requirements. Leveraging current knowledge of tax laws, payroll regulations and software trends, as well as company policies, recommends system or procedural changes.

Oversees updates to PeopleSoft Payroll and tax payment systems, interfacing with the outside vendors, for accurate payroll calculations, tax reporting for state, local and federal governments.  Provides system training, documentation and job aids/reference materials and implementation support for use of PeopleSoft Payroll      

Responsible for system analysis, modifications and interfaces for the Workforce Central Time and Attendance system.  In collaboration with the Payroll Manager, ensures FLSA and state and wage and hour compliance for all earnings and deductions.  Provides system training, documentation and job aids/reference materials and implementation support for use of Workforce Central timekeeping system, relating to timecards, schedules, attendance and reporting.  

Ensures new system functionality is introduced and documented in a comprehensive, professional and timely manner.  Collaborates with payroll operations, outside vendors and other corporate departments to coordinate new system processing relating to payroll and time and attendance, such as acquisition integrations, changes to benefit plans, company-wide policy changes for timekeeping, and payroll system quarter-end or year-end processing. 

Manages payroll ad-hoc reporting function using PeopleSoft Query report writer for payroll related reporting and analysis. Supports management reporting for Workforce Central time and attendance.

Manages the Payroll Tax function. Maintains the tax payment system, ensuring compliance with federal, 50 states and 300+ local tax payment and filing requirements, for payments in excess of  $750 million+ annually for 20+ companies. 

Manages the bi-weekly and month-end journal entry process for payroll and taxes paid and interfaces with accounting on monthly reconciliation issues as they arise.  Researches and advises on the accounting treatment of payroll and tax transactions in coordination with Corporate Accounting.

Manages all payroll tax related audits (federal, state and local) to ensure minimal exposure to penalties and interest.

Manages payroll year-end/year-begin project including all elements leading to timely and accurate processing of W-2 forms and various inter-related projects and audits for the entire organization.    

Consistently evaluates current processes and controls for continuous process improvements. Ensures SOP’s are up to date and followed for both payroll systems and tax.

Manages various projects including M&A activity related to PeopleSoft Payroll and Workforce Central.  Manages PeopleSoft tax updates, enhancement and upgrade testing, utilizing project management skills as well as payroll and tax expertise. Establishes project plans for these initiatives and works in conjunction with IT, benefits, compensation and accounting to ensure successful completion.

Owns vendor relationships with tax payment software and Equifax unemployment vendor.  Collaborates with the vendor on system updates to ensure compliance with continually changing legislation.

Manages the processing of data uploads and bi-directional interfaces with outside vendors (Equifax, Fidelity, E & Y, Social Security Administration, Cigna etc.) and internal customers, reports and files during all payroll processes.  Supports the bi-weekly payroll process and plans special payrolls, in conjunction with other analyst staff.   

Skills and Qualifications:

The incumbent should possess highly developed HR and payroll system analytical skills; thorough payroll and tax knowledge; 8 to 10 years payroll system experience; 5-10 years strategic management experience and accomplished project management skills.  Position requires excellent written and verbal communication skills.  Knowledge of time and attendance systems is beneficial.   

Software Skills: Excel; Microsoft Word; PeopleSoft HCM; PeopleSoft Query, Microsoft Project; Workforce Central time and attendance system and tax filing software and methods.
